About Don

Don Francis retired from the U.S. Air Force in 1994 after 20 years of service in the intelligence community within Special Operations. He has a master’s degree in human resources development, with over 30 years of senior staff and consulting experience in human resource and operational management at all levels of involvement and impact. He is an Executive with extensive strategic and operations experience in Human Resources, risk identification and avoidance, physical security, Hazard Assessment and Mitigation and Emergency Management plan creation, implementation, management, and training. Don has been at the City of Hagerstown as the Human Resources Director since 2019. This is his 2nd time with the City. 

His skill sets include strong organizational development, change and change management, multi-site operations, strategic planning, compensation and benefits management, labor relations and union avoidance, customer service, policy/program development, employment law, recruiting and retaining employees, task identification and analysis, training & development, public speaking, facilitating, performance evaluation, HR Information Systems and quality assurance and control. 

Don is qualified in Total Quality Management (TQM), Just-In-Time (JIT) resource management, Materials Management, and ISO 9000. In his current work he is applying quality principals and achieving success in productivity, efficiency and cost control
